On the 27 October, Giuliano Pirelli, VOICE Project's co-ordinator at the European
Commission Joint Research Centre, will present a pre-conference seminar:
Using voice recognition systems in producing real-time subtitling for
the hard of hearing.

With the opportunity of the conference, there will be also an informal preparatory
meeting on television subtitling harmonisation.
Actually, the initial idea was that of a specific event on this theme, but
it did not exactly fit in the conference's general aims.
At that step, the following participants had been contacted:
Lino De Seriis, in charge of the Subtitling Service of the Italian RAI-Tevideo,
Nicoletta Siegrist, with a similar role at the Swiss TSI-Teletext,
Mark Hoda, European Campaigns Officer at the Royal National Institute of the
Deaf,
Pilar Orero, Facultat de Traducció at the Universitat Autònoma
de Barcelona,
Angelo Paglino, director of FBL Software House, producing subtitling systems,
partner of the VOICE Project.
Later on, Mark proposed to report back on the results of the eAccessibility
conference on 21st October 2005 in London on RNID lobbying, as well as to
invite a representative of CENELEC to speak on the possibility of a follow
up report to the TV for All report on digital switchover for disabled
people.
He also proposed to have a seperate session to look at access to emerging
technologies such as the internet. TV broadcasting over the internet is becoming
increasingly common and television broadcasters plan to put more of their
programmes and their archive on the internet. One session of the conference
could look at how to ensure that TV content on the internet carries subtitling
and other access services.
Pilar suggested that some of her colleagues in their research group could
present a panoramic view of the state-of-the-art of subtitling in Spain and
also Catalonia (Catalan is only spoken by 6 million people, but Catalan television
has a very high level of subtitled hours).
They also participate to the working group at the Spanish Ministry of Industry
(in charge of the Digitalizsation of TV) and could report on the working group
towards drafting a Norm for subtitles for the deaf in Digital TV.
Further exchanges of information have been established with French post-production
company Télétota, providing subtitling for the hard-of-hearing
(broadcasts and DVD): the French law regarding that specific topic has been
recently updated and French broadcasters are compelled to go into live subtitling
to fullfil the quotas.
This was also underlined at the EFHOH conference in The Hague, as well as
by previous contacts with Médiaccess or Novatitre.
In the EFHOH Conference in The Hague on May 2005, the SOAP (Subtitling On
All Programs) initiative was presented and Marcel Bobeldjk facilitated some
contacts with a researcher proposing a new approach to live subtitling.
These contacts have been briefly presented above since they are the last
ones, joining a number of contacts established with many television broadcasters
while preparing the Seville, Barcelona and Ispra conferences on television
subtitling and while attending the CENELEC and EBU coordination meetings.
It is interesting to contiue extending contacts also with other State or private
television broadcasters and to fill in the comparative tables under construction
(please follow the proposed links hereafter).
The aim of the proposed meeting will be discussing of future steps in the
way of television subtitling harmonisation.
According with the interest confirmed by the potential participants, and the
proposals sent on this topic in the next weeks, the meeting will be held either
informally in the conference breaks and in the evening, or in a meeting room,
or in a virtual group on the Internet.
